बिलासपुर - कलेक्टर श्री अवनीश शरण ने बेमौसम बारिश एवं ओलावृष्टि से फसलों को हुई क्षति का सर्वे कर जल्द रिपोर्ट प्रस्तुत करने को कहा है। पिछले तीन चार दिनों से रोज शाम में बारिश हो रही है। गत चार दिनों में राजस्व विभाग द्वारा 38 मिमी बारिश दर्ज की गई है। उन्होंने राजस्व एवं कृषि विभाग के मैदानी अधिकारियों को संयुक्त रूप से मौका मुआयना कर आरबीसी 6-4 के तहत प्रकरण बनाने के निर्देश दिए हैं। यथासंभव त्वरित गति से प्रकरण की स्वीकृति के साथ प्रभावित किसानों को भुगतान भी किया जाये। उन्होंने सर्वेक्षण के दौरान प्रभावित किसानों की उपस्थिति भी सुनिश्चित करने को कहा है। जिले में बेमौसम बारिश का ज्यादा असर बिल्हा, बोदरी, मस्तुरी एवं बिलासपुर तहसील में अधिक हुआ है। कलेक्टर ने फसल क्षति के अलावा मकान क्षति, जन-धन हानि, पशु हानि आदि की क्षति का भी आकलन करने को कहा है। चूंकि फसल क्षति पर बीमा का भी फायदा मिलता है। इसलिए बीमा एजेण्ट भी सर्वे टीम के साथ रहें। अधिकारियों ने बताया कि जिन किसानों की फसल का नुकसान 30 प्रतिशत से अधिक होता है, उन्हें नियमानुसार आरबीसी 6-4 के तहत राहत राशि दिये जाने का प्रावधान है। जिले में रबी फसलों के अंतर्गत मुख्य रूप से गेहूं, चना, अलसी, राई, सरसों एवं अन्य फसल शामिल हैं। आरबीसी के साथ ही किसान यदि बीमा कराए हों, तो उन्हें बीमा योजना का भी फायदा मिलेगा। इसके साथ ही रबी बागवानी के अंतर्गत टमाटर, बैगन, फुलगोभी, पत्तागोभी, प्याज आलू जैसे फसलों को भी बेमौसम बारिश, ओलावृष्टि से क्षति का भुगतान बीमा कम्पनी द्वारा किया जायेगा। कलेक्टर ने राजस्व एवं कृषि विभाग के अधिकारियों को संजीदगी के साथ सर्वे करने के निर्देश दिए हैं।

It has been raining every evening for the last three-four days. 38 mm rainfall has been recorded by the Revenue Department in the last four days. He has instructed the field officers of Revenue and Agriculture Department to jointly inspect the spot and file a case under RBC 6-4. Along with approval of the case, payment should also be made to the affected farmers as quickly as possible. He has also asked to ensure the presence of affected farmers during the survey. The impact of unseasonal rain in the district is more in Bilha, Bodri, Masturi and Bilaspur tehsils. Apart from crop damage, the Collector has also asked to assess the damage caused by house damage, loss of life and property, loss of animals etc. Since there is also the benefit of insurance on crop damage. Therefore, insurance agents should also remain with the survey team. Officials said that as per the rules, there is a provision to give relief amount under RBC 6-4 to the farmers whose crop loss is more than 30 percent. Rabi crops in the district mainly include wheat, gram, linseed, rye, mustard and other crops. If the farmers are insured along with RBC, they will also get the benefit of the insurance scheme. Along with this, under Rabi horticulture, the insurance company will also pay for the damage to crops like tomato, brinjal, cauliflower, cabbage, onion and potato due to unseasonal rain and hailstorm. The Collector has instructed the officials of the Revenue and Agriculture Department to conduct the survey with seriousness.
