बिलासपुर- कलेक्टर एवं जिला निर्वाचन अधिकारी श्री अवनीश शरण ने नोडल अधिकारियों की बैठक लेकर लोकसभा चुनाव तैयारियों की समीक्षा की। उन्होंने एक-एक नोडल अधिकारी को उनके काम-काज के दायित्व से अवगत कराया और आयोग की दिशा-निर्देशों के अनुरूप समय-सीमा में कार्य पूर्ण करने के निर्देश दिए। चुनाव संबंधी विभिन्न प्रकार के कार्यों को सम्पन्न करने के लिए जिले में 26 नोडल अफसर नियुक्त किये गये हैं। आचार संहिता के प्रभावशील होने के साथ ही चुनाव प्रक्रिया को बाधित करने वाले अनफयेर गतिविधियों की रोकथाम के लिए एफएसटी टीम को सक्रिय कर दिया गया है। कलेक्टर श्री शरण ने कहा कि अधिकांश नोडल अफसर लगभग तीन माह पहले संपन्न विधानसभा चुनाव में काम कर चुके हैं। उन्हें इस दफा भी उसी तरह के काम सौंपे गये हैं ताकि उनके अनुभव का लाभ मिल सके। मतदान कर्मियों का प्रशिक्षण, ईव्हीएम प्रबंधन एवं सामग्री वितरण एवं वापसी की जिम्मेदारी नगर निगम आयुक्त श्री अमित कुमार को सौंपी गई है। चुनाव कार्य के लिए जनप्रबंधन एवं स्वीप गतिविधियों की जिम्मेदारी जिला पंचायत सीईओ को सौंपी गई है। उन्होंने कहा कि चुनाव कार्य से हटाने के लिए यदि उचित कारण लगता हो तो पहले से उन्हें मुक्त कर दिया जाना चाहिए। उन्होंने शहरी क्षेत्रों में स्वीप गतिविधियों को ज्यादा फोकस करने के निर्देश दिए हैं। उन्होंने सभी नोडल अधिकारियों को  अपने टीम के अन्य सदस्यों की बैठक बुलाकर उन्हें प्रशिक्षित करने को कहा है। चुनाव को प्रभावित करने वाले अनफेयर गतिविधि जैसे नगद एवं सामग्री वितरण कार्य की रोकथाम के लिए उड़नदस्ता टीमें आज से सक्रिय हो गई है। प्रत्येक विधानसभा क्षेत्र के लिए तीन-तीन टीमें लगाई गई हैं। आठ-आठ घण्टे की बारी-बारी से टीमें चौबीसों घण्टे लगातार सतर्क रहेंगी। राजनीतिक कार्यों में प्रलोभन दिये जाने के उद्देश्य से नगद, शराब अथवा सामग्री वितरण की शंका होने पर टीमें छापा मारकर कार्रवाई करेंगी। यदि किसी पीड़ित को लगे कि उनकी सामग्री एवं नगद के प्रमाण हैं, तो वह जिला स्तरीय सामग्री रिलिजिंग कमेटी के समक्ष अपील कर सकता हैं। आयोग की सी-विजिल एप्प में मिली शिकायतों पर भी एफएसटी टीमें कार्रवाई करेंगी। टीम के सदस्यों को सी-विजिल एप्प का प्रशिक्षण भी इडीएम आफताब अहमद खान द्वारा दिया गया। बैठक में नगर निगम आयुक्त श्री अमित कुमार, जिला पंचायत सीईओ श्री रामप्रसाद चौहान, एडीएम श्री आर ए कुरूवंशी, उप जिला निर्वाचन अधिकारी शिवकुमार बनर्जी सहित सभी नोडल अधिकारी मौजूद थे।प्रत्येक विधानसभा क्षेत्र के लिए तीन-तीन टीमें लगाई गई हैं। आठ-आठ घण्टे की बारी-बारी से टीमें चौबीसों घण्टे लगातार सतर्क रहेंगी। राजनीतिक कार्यों में प्रलोभन दिये जाने के उद्देश्य से नगद, शराब अथवा सामग्री वितरण की शंका होने पर टीमें छापा मारकर कार्रवाई करेंगी। यदि किसी पीड़ित को लगे कि उनकी सामग्री एवं नगद के प्रमाण हैं, तो वह जिला स्तरीय सामग्री रिलिजिंग कमेटी के समक्ष अपील कर सकता हैं। आयोग की सी-विजिल एप्प में मिली शिकायतों पर भी एफएसटी टीमें कार्रवाई करेंगी। टीम के सदस्यों को सी-विजिल एप्प का प्रशिक्षण भी इडीएम आफताब अहमद खान द्वारा दिया गया। बैठक में नगर निगम आयुक्त श्री अमित कुमार, जिला पंचायत सीईओ श्री रामप्रसाद चौहान, एडीएम श्री आर ए कुरूवंशी, उप जिला निर्वाचन अधिकारी शिवकुमार बनर्जी सहित सभी नोडल अधिकारी मौजूद थे।

Collector reviewed Lok Sabha election preparations by holding a meeting of nodal officers

Bilaspur- Collector and District Election Officer Shri Avnish Sharan reviewed the Lok Sabha election preparations by holding a meeting of nodal officers. He informed each nodal officer about the responsibilities of his work and instructed him to complete the work within the time limit as per the guidelines of the Commission. 26 nodal officers have been appointed in the district to complete various types of election related work. With the implementation of the Code of Conduct, the FST team has been activated to prevent unfair activities that disrupt the election process. Collector Shri Sharan said that most of the nodal officers had worked in the assembly elections held about three months ago. This time too he has been assigned similar tasks so that he can benefit from his experience. The responsibility of training of polling personnel, EVM management and material distribution and return has been handed over to Municipal Corporation Commissioner Shri Amit Kumar. The responsibility of public management and sweep activities for election work has been handed over to the District Panchayat CEO. He said that if there is a valid reason for removing him from election work, he should be relieved in advance. He has given instructions to focus more on sweep activities in urban areas. He has asked all the nodal officers to call a meeting of other members of their team and train them. Flying squad teams have become active from today to prevent unfair activities like distribution of cash and material affecting the elections.Three teams have been appointed for each assembly constituency. The teams will remain on constant alert round the clock, taking turns of eight hours each. If there is suspicion of distribution of cash, liquor or material for the purpose of luring in political activities, the teams will conduct raids and take action. If any victim feels that there is evidence of his material and cash, he can appeal before the District Level Material Releasing Committee. FST teams will also take action on the complaints received in the Commission's C-Vigil app. Team members were also given training on C-Vigil App by IDM Aftab Ahmed Khan. Municipal Corporation Commissioner Mr. Amit Kumar, District Panchayat CEO Mr. Ramprasad Chauhan, ADM Mr. RA Kuruvanshi, Deputy District Election Officer Shivkumar Banerjee and all the nodal officers were present in the meeting.
