बेमेतरा - भारत निर्वाचन आयोग  नई दिल्ली ने लोकसभा सामान्य निर्वाचन - 2024 की तारीखों की घोषणा कर दी है। इसी के साथ ज़िले में आदर्श आचार संहिता  लागू हो गयी है। इसके साथ ही लायसेंसी शस्त्र थाने में जमा कराये जाने हेतु आदेश जारी कर दिये गये है। जिले में लोक धन से लगाये गये सभी होडिंग, पोस्टर, बेनर आदि सभी सार्वजनिक स्थल/भवनों से हाटाना शुरू हो गया है। जिले की तीनों विधानसभा क्षेत्र के रिटर्निंग आफिसर नामांकित कर दिये गये है। सभी अधिकारी / कर्मचारियों के अवकाश एवं मुख्यालय छोड़ने पर प्रतिबंध लगाया गया है। उक्त जानकारी आज यहाँ  कलेक्ट्रेट के सभाकक्ष में राजनीतिक दलों के प्रतिनिधियों को कलेक्टर एवं ज़िला निर्वाचन आधिकारी  रणबीर शर्मा ने दी।बैठक में मुख्य कार्यपालन अधिकारी ज़िला पंचायत श्री टेकचन्द्र अग्रवाल, अपर कलेक्टर डा. अनिल वाजपेयी, संयुक्त कलेक्टर अंकिता गर्ग, एवं राजनीतिक दलों के प्रतिनिधि सर्वश्री बंसी पटेल, राजेंद्र शर्मा, हरिप्रसाद साहू, जयप्रकाश साहू, योगेश वर्मा, सुनील नामदेव, मोंटी साहू, उमेश यादव, आदि उपस्थित थे। कलेक्टर श्री शर्मा ने बताया कि निर्वाचन कार्यक्रम की घोषणा के साथ ही जिले के सम्पूर्ण क्षेत्र में आदर्श आचरण संहिता प्रभावशील कर दी गई है। लोकसभा  आम निर्वाचन 2024 कार्यक्रम के अनुसार बेमेतरा जिले के तीनों विधानसभा में 07 मई 2024 को मतदान की तिथि निर्धारित की गई है। भारत निर्वाचन आयोग द्वारा जारी किए गए विधानसभा आम निर्वाचन कार्यक्रम के अनुसार 12 अप्रैल 2024 को अधिसूचना का प्रकाशन किया जायेगा। नाम निर्देशन पत्र प्रस्तुत करने की अंतिम तिथि 19 अप्रैल 2024 है। इसी तरह नाम निर्देशन पत्रों की स्क्रूटनी की तिथि 20 अप्रैल 2024 तथा  अभ्यर्थियों की नाम वापसी की अंतिम तिथि 22 अप्रैल 2024 तथा मतदान की तिथि 07 मई 2024 को निर्धारित की गई है। इसी तरह मतगणना की तिथि 4 जून 2024 को निर्धारित की गई है। निर्वाचन प्रक्रिया 06 जून 2024 को पूरी हो जाएगी।  ’कलेक्टर ने बताया कि नामांकन प्राप्त करने का कार्य कलेक्टर एवं ज़िला निर्वाचन कार्यलय दुर्ग  में किया जायेगा। नामांकन हेतु निक्षेप राशि 25000 हज़ार रुपये तथा अनुसूचित जाति, अनुसूचित जनजाति के लिए 12500 रुपये निर्धारित है। निर्वाचन में अभ्यर्थियों के निर्वाचन व्यय की सीमा 95 लाख निर्धारित की गयी है। उन्होंने बताया कि विधानसभा क्षेत्र 68  साजा के लिए श्री धनीराम रात्रे, अनुविभागीय अधिकारी (रा.) साजा, विधानसभा क्षेत्र 69 के लिए सहायक रिटर्निंग ऑफिसर होंगे। बेमेतरा, श्री घनश्याम सिंह तंवर।, अनुविभागीय अधिकारी (रा.) बेमेतरा, सहायक रिटर्निंग ऑफिसर होंगे, इसी प्रकार विधानसभा 70 नवागढ़ के लिए श्री मुकेश कुमार गोड़, अनुविभागीय अधिकारी (रा.) नवागढ़, सहायक रिटर्निंग ऑफिसर होंगे।’ उन्होंने बताता कि ज़िले में कुल 664266 मतदाता अपने मताधिकार को प्रयोग करेंगे। जिसमें पुरुष मतदाताओं की संख्या 334141 और महिला मतदाताओं की संख्या 330124 है। ज़िले के तीनों विधानसभा क्षेत्र में 867 मतदान केंद्र और 7 सहायक मतदान केंद्र है। उन्होंने बताया कि निर्वाचन की घोषणा के दिन से परिणाम की घोषणा तक रात्रि 10 बजे से सुबह 6 बजे तक प्रचार-प्रसार बंद रहेगा। मतदान समाप्ति के समय से 48 घण्टे पूर्व अभ्यर्थी तथा विधानसभा क्षेत्र के रजिस्टर्ड मतदाता को छोड़कर अन्य व्यक्तियों को विधानसभा क्षेत्र छोड़कर जाना होगा। ज़िला निर्वाचन अधिकारी श्री शर्मा ने कहा की राज्य एवं जिला स्तर पर मीडिया प्रमाणन एवं निगरानी समिति राजनीतिक विज्ञापनों का प्रमाणन करेगी। इलेक्ट्रॉनिक मीडिया के सभी माध्यम जैसे टीवी चैनल, केबल टीवी चैनल, रेडियो (निजी एफएम रेडियो सहित), ई-समाचार पत्र, बल्क एसएमएस व वाईस मैसेज, सार्वजनिक स्थलों पर दृश्य-श्रव्य माध्यम, सोशल मीडिया वेब पेज पर राजनीतिक विज्ञापन प्रसारण से पूर्व एमसीएमसी कमेटी से राजनीतिक दल एवं अभ्यर्थी अनुमति लेंगे। निर्वाचन संबंधी किसी विज्ञापन, पोस्टर, पर्चे या किसी अन्य अभिलेख पर उसके प्रकाशक एवं प्रिंटर का नाम, पता एवं मुद्रित संख्या छपा होना आवश्यक है।’

In the meeting, Chief Executive Officer District Panchayat Mr. Tekchandra Aggarwal, Additional Collector Dr. Anil Vajpayee, Joint Collector Ankita Garg, and representatives of political parties. Representatives Shri Bansi Patel, Rajendra Sharma, Hariprasad Sahu, Jaiprakash Sahu, Yogesh Verma, Sunil Namdev, Monty Sahu, Umesh Yadav, etc. were present. Collector Shri Sharma said that with the announcement of the election programme, the model code of conduct has been made effective in the entire area of ​​the district. According to the Lok Sabha General Election 2024 programme, the date of voting in all three assemblies of Bemetara district has been fixed on 07 May 2024. According to the Assembly General Election schedule issued by the Election Commission of India, the notification will be published on 12 April 2024. The last date for submission of nomination papers is 19 April 2024. Similarly, the date of scrutiny of nomination papers has been fixed as 20th April 2024 and the last date for withdrawal of nominations of the candidates has been fixed as 22nd April 2024 and the date of voting has been fixed as 07th May 2024. Similarly, the date of counting of votes has been fixed as June 4, 2024. The election process will be completed on 06 June 2024.'The Collector said that the work of receiving nominations will be done at the Collector and District Election Office, Durg. The deposit amount for enrollment is fixed at Rs 25,000 and for Scheduled Caste and Scheduled Tribe it is Rs 12,500. The limit of election expenditure of candidates in the elections has been fixed at Rs 95 lakh. He informed that Shri Dhaniram Ratre, Sub-Divisional Officer (R.) Saja for Assembly Constituency 68 Saja, will be the Assistant Returning Officer for Assembly Constituency 69. Bemetara, Mr. Ghanshyam Singh Tanwar, Sub-Divisional Officer (R.) Bemetara, will be the Assistant Returning Officer, similarly for Assembly 70 Nawagarh, Mr. Mukesh Kumar God, Sub-Divisional Officer (R.) Nawagarh, will be the Assistant Returning Officer. A total of 664266 voters will exercise their franchise in the district. In which the number of male voters is 334141 and the number of female voters is 330124. There are 867 polling stations and 7 auxiliary polling stations in all three assembly constituencies of the district. He said that from the day of announcement of elections till the declaration of results, campaigning will be stopped from 10 pm to 6 am. 48 hours before the end of voting, people other than candidates and registered voters of the assembly constituency will have to leave the assembly constituency. District Election Officer Shri Sharma said that the Media Certification and Monitoring Committee will certify political advertisements at the state and district level. All mediums of electronic media like TV channels, cable TV channels, radio (including private FM radio), e-newspapers, bulk SMS and voice messages, audio-visual mediums in public places, political advertisements on social media web pages before broadcast. Political parties and candidates will take permission from the MCMC committee. It is necessary to have the name, address and printed number of its publisher and printer printed on any election related advertisement, poster, pamphlet or any other record.
