स्वतंत्र, निष्पक्ष, पारदर्शी और शांतिपूर्ण चुनाव कराने निगरानी दलों को दिया गया प्रशिक्षण  prasiksan Aaj Tak 24 News 

सुकमा - लोकसभा चुनाव स्वतंत्र, निष्पक्ष, पारदर्शी और शांतिपूर्ण तरीके से कराने के लिए कलेक्टर एवम् जिला निर्वाचन अधिकारी श्री हरिस.एस के निर्देशन में निगरानी दलों को प्रशिक्षण दिया गया। भारत निर्वाचन आयोग के निर्देशानुसार चुनाव के दौरान उम्मीदवारों द्वारा किए जाने वाले व्ययों की मॉनिटरिंग के लिए अलग-अलग निगरानी दलों का गठन किया गया है। इन दलों को आज कलेक्ट्रेट के सभाकक्ष में जिला स्तरीय मास्टर ट्रेनर द्वारा प्रस्तुतीकरण के जरिए विभिन्न पहलुओं और प्रमुख कानूनी प्रावधानों की विस्तार से तकनीकी जानकारी दी गई।  प्रशिक्षण के दौरान लेखा टीम, उड़नदस्ता, वीडियों निगरानी टीम सहित विभिन्न जांच दलों के कार्यों, दौरा, दैनिक प्रतिवेदन भेजने, जिला-राज्य की सीमा क्षेत्रों पर निगरानी व कार्यवाही करने के संबंध में विस्तार से बताया गया। जिला स्तरीय मास्टर ट्रेनर्स श्री अनिल मेश्राम ने प्रशिक्षण में चुनाव प्रचार के दौरान उम्मीदवार द्वारा मुद्रित पाम्पलेट, पोस्टर, बैनर में प्रिंटिग प्रेस का नाम, प्रकाशक का नाम, संख्या एवं शुल्क की जानकारी के साथ ही प्रचार में उपयोग होने वाहनों, पंडाल, शामियाना, कुर्सी, माईक, बेरियरों एवं चेक पोस्टों से गुजरने वाले वाहनों की जांच, रिर्काडिंग, वीडियोंग्राफी, अवैध शराब पर निगरानी रखने तथा निर्धारित प्रपत्र में दैनिक प्रतिवेदन भेजने आदि के बारे में बताया गया। तकनीकी जानकारी श्री मोहम्मद शाहिद के द्वारा दी गई।  प्रशिक्षण में बताया कि उम्मीदवारों द्वारा अवैध खर्च को रोकने के लिए प्रमुख कानूनी प्रावधानों और उम्मीदवारों के बैंको से संबंधित जानकारी, अभ्यर्थी द्वारा पृथक से खाता खोलने, खाते का रख-रखाव एवं चुनाव खर्च का लेखा-जोखा रखने, चुनाव उपरांत उनके द्वारा किए गए व्यय के संबंध में शपथ पत्र एवं सभी वाउचरों की मूल प्रतियां प्रस्तुत करने के संबंध में बताया गया। प्रशिक्षण में चुनाव व्यय अनुवीक्षण के लिए जिला निर्वाचन कार्यालय में चौबीस घंटे निगरानी रखे जाने हेतु व्यय निगरानी कक्ष और शिकायत निगरानी कक्ष भी बनाए जाने की जानकारी दी गई।

Sukma - To conduct the Lok Sabha elections in a free, fair, transparent and peaceful manner, training was given to the monitoring teams under the direction of Collector and District Election Officer Shri Haris.S. As per the instructions of the Election Commission of India, separate monitoring teams have been formed to monitor the expenses incurred by the candidates during the elections. These parties were given detailed technical information on various aspects and key legal provisions through a presentation by the district level master trainer in the meeting room of the Collectorate today. During the training, the work of various investigation teams including accounting team, flying squad, video surveillance team, visits, sending daily reports, monitoring and taking action on district-state border areas was explained in detail. District level master trainers Mr. Anil Meshram gave information about the name of the printing press, publisher's name, number and fee along with information about the pamphlets, posters, banners printed by the candidate during the election campaign, as well as the vehicles, pandals, awnings, etc. used in the campaign. Information was given about chair, mike, checking of vehicles passing through barriers and check posts, recording, videography, monitoring of illegal liquor and sending daily reports in the prescribed form etc. Technical information was given by Mr. Mohammad Shahid. It was told in the training that to prevent illegal expenditure by the candidates, information related to the main legal provisions and banks of the candidates, opening of separate account by the candidate, maintenance of the account and maintaining the account of election expenditure, post-election expenditure made by the candidate, etc. It was told about submitting the affidavit regarding expenditure and original copies of all the vouchers. In the training, information was also given about setting up of Expenditure Monitoring Cell and Complaint Monitoring Cell in the District Election Office for 24x7 monitoring of election expenditure.
