कोरिय - कलेक्टर एवं जिला दण्डाधिकारी श्री विनय कुमार लंगेह ने आदेश जारी कर कहा है कि जिले में लोकसभा निर्वाचन 2024 हेतु 16 मार्च 2024 से भारत निर्वाचन आयोग द्वारा निर्वाचन की घोषणा किये जाने से आदर्श आचार संहिता प्रभावशील हो गयी है। सभी राजनैतिक दल उनके कार्यकर्ता तथा उनसे सहानुभूति रखने वाले व्यक्ति अपने दल के प्रचार-प्रसार के लिए लाउडस्पीकरों का प्रयोग करते हैं। इन लाउडस्पीकरों का न केवल स्थाई मंच से होता है बल्कि वाहनों यथा ट्रक, टेम्पों, कारें, टैक्सियों, वैन, तिपहिया, स्कूटर, साईकिल, रिक्शा आदि पर होते है। ये वाहन सड़को, गलियों, उप गलियों पर चलते है और गांवों, बस्तियों, मोहल्लों, कालोनियों में भी बहुत ऊंची आवाज पर लाउडस्पीकरों से प्रसारण करते हुए जाते हैं। इससे ध्वनि प्रदुषण होता है और आम जनता की शांति व प्रशांति में बहुत बाधा उत्पन्न होती है। लाउडस्पीकरों की ऊंची आवाज के प्रयोग से विद्यार्थी वर्ग विशेष रूप से अशांत हो जाते हैं एवं उनकी पढ़ाई प्रभावित होती है। चूंकि लाउडस्पीकर पर बहुत सुबह शोरगुल करना शुरू कर देते हैं और पूरा दिन इससे बुढ़े, दुर्बल और बीमार चाहे किसी भी संस्था, अस्पताल आदि में हो या घर में हो बहुत बेचौनी होती है। मैं इस बात से पूरी तरह भिज्ञ हूँ कि निर्वाचन अवधि में लाउडस्पीकरों के प्रयोग को पूर्ण रूप से रोका नहीं जा सकता क्योंकि लाउडस्पीकर निर्वाचन प्रचार के एवं जन समूह संप्रेषण के साधनों में से एक साधन है। लेकिन इसके साथ-साथ विषम समय एवं विषम स्थान पर लाउडस्पीकर के अविवेकपूर्ण तथा ऊंचे स्वरों पर अव्यवहारिक प्रयोग जिसमें प्रशांति पर कुप्रभाव पड़ता हो एवं सामान्यतः जन सामान्य एवं विशेषत रोगियों एवं विद्यार्थी समुदाय की बेचौनी का कारण हो जिसकी अनुमति नहीं दी जा सकती है।

Koriya - Collector and District Magistrate Shri Vinay Kumar Langeh has issued an order saying that the Model Code of Conduct has become effective due to the announcement by the Election Commission of India from March 16, 2024 for the Lok Sabha elections 2024 in the district. All political parties, their workers and their sympathizers use loudspeakers to promote their party. These loudspeakers are not only installed on permanent platforms but also on vehicles like trucks, tempos, cars, taxis, vans, three-wheelers, scooters, cycles, rickshaws etc. These vehicles run on roads, streets, by-lanes and also go to villages, settlements, mohallas, colonies, broadcasting at very high volume through loudspeakers. This causes noise pollution and creates a lot of disturbance in the peace and tranquility of the general public. Due to the use of loud sound from loudspeakers, students especially become restless and their studies get affected. Since people start making noise on loudspeakers very early in the morning and throughout the day, it causes a lot of restlessness to the old, weak and sick, whether in any institution, hospital etc. or at home. I am fully aware that the use of loudspeakers cannot be completely stopped during the election period because loudspeakers are one of the means of election campaign and mass communication. But along with this, indiscriminate and impractical use of loudspeakers at loud volumes at odd times and places, which has an adverse effect on peace of mind and causes restlessness to the general public, especially patients and student community, cannot be allowed.
