बाईपास सड़क का नक्शा कटा न होने से किसानों के बीच हो रही विवाद की स्थिति उत्पन्न utpann Aajtak24 News 

रायगढ़ -  शहर के किनारे से गुजरने वाला एन.एच. 49 का नक्शा कटा न होने के कारण, इससे लगी हुई जमीनों के मालिकों के बीच आए दिन विवाद की स्थितियां उत्पन्न हो रही हैं। गत 4 अप्रैल को स्थानीय किसान विकास कुमार के साथ भी एक ऐसा वाक्या निकल कर सामने आया है। विवाद पर भूमि के वर्तमान स्वामी का पक्ष विकास कुमार के कथनानुसार ग्राम पंचायत सांगीतराई बाई पास रोड़ के पास भूमि, जिसका खसरा न. 327/1 है, का दिनांक 04 अप्रेल 21 को विक्रेता विजय शंकर पटेल द्वारा 95 डिसमिल भूमि विकास कुमार को बेचा गया, जिसके चौहद्दी उत्तर दिशा की ओर बाई पास सड़क है, वही दक्षिण में रिंकी /गणेश राम की भूमि है और पूर्व में मनोज कुमार की भूमि है। इसके अतिरिक्त पश्चिम दिशा में रिंकी की भूमि है। इस भूमि की रजिस्ट्री के समय जिला पंजीयक द्वारा स्थल निरीक्षण किया गया था, उस निरीक्षण में पंजीयक ने लिखा कि जमीन में किसी प्रकार निर्माण/बेजाकब्जा और पेड़-पौधे नहीं हैं। तथापि रजिस्ट्री के 16 दिन बाद ही पुनः सड़क मद की बची हुई भूमि में से 25 डिस्मील भूमि का बिक्री नकल उसी पटवारी ने कुटरचित ढंग से भूमि स्वामी को दिया। उसी के आधार पर भूमि स्वामी ने 16 दिवस में ही अपने एक करीबी रिश्तेदार को विवादित भूमि बिक्री कर दी। ज्ञात हो कि यहीं से विवाद जन्म हुआ। पीड़ित पक्ष ने यह भी बताया कि जो व्यक्ति मेरे रजिस्ट्री में गवाह था, उसके सहित दो लोगों को 16 दिन बाद ही सड़क मद की शेष भूमि रजिस्ट्री कर दी गयी। आगे पीड़ित पक्ष ने बताया कि मेरी रजिस्ट्री पहले होने के बाद भी मेरी भूमि का सीमांकन नहीं हो पाया है, इसके लिए मेरे द्वारा भूमि के सीमांकन हेतु आवेदन दिया गया था, उस आवेदन में कमियां बताकर मुझे आवेदन लौटा दिया गया। वहीं मेरे रजिस्ट्री के बाद कराई गयी सड़क मद की शेष भूमि के सीमांकन में राजस्व प्रशासन ने शीघ्रता दिखाई। इसके अतिरिक्त उन्होंने बताया कि इस विवाद का मूल कारण एन.एच.-49 में अधिग्रहित भूमि का नक्शा नहीं कटा होना है, जिस कारण से विभिन्न प्रकार की समस्याएं उत्पन्न हो रही हैं और ऐसी ही समस्या का अनुचित लाभ उठाकर भू-माफिया और राजस्व प्रशासन के कुछ मातहतों द्वारा भयादोहन किया जा रहा है, जिस कारण भूमि संबंधी विवाद लगातार बढ़ रहे हैं। वहीं इस सड़क का नक्शा कट जाने से यहां की जमीनों की बढे़ दर पर रजीस्ट्री होगी, जिससे शासन को डेढ़ गना लाभ भी होने की संभावना बन सकती है। रायगढ़ के बाईपास होकर गुजरने वाली राष्ट्रीय राजमार्ग पर इस तरह के कई मामले उजागर हो रहे हैं। इसलिए जिला प्रशासन को गंभीर होते हुए, कार्य करने की आवश्यकता है। अतः इस प्रकार के मामलों पर रायगढ़ के विधायक व प्रदेश के वित्त मंत्री ओ.पी. चौधरी से जनता की अपेक्षा है कि इसे गम्भीरता से लेते हुए निराकरण के लिए पहल करना चाहिए। ज्ञात हो कि जिले में भूमि से जुड़ी इस प्रकार की कई बड़ी-बड़ी घटनाएं देखी जा चुकी है। इन घटनाओं में से प्रमुख घटनाएं बजरमुड़ा तमनार जमीन मुआवजा कांड व लारा पुसौर के छोटी-छोटी जमीनों का टुकड़ों में रजीस्ट्री आदि बहुचर्चित मामले हैं।

क्या कहते हैं अधिकारी

नायब तहसीलदार तृप्ति चंद्राकर ने कहा है कि उक्त मामले में आर आई और पटवारी द्वारा रिपोर्ट प्रस्तुत नहीं किया गया है इसलिए सीमांकन का कार्य स्थगित है। साथ ही उन्होंने बताया कि इस मामले में दूसरे भूमि स्वामी विकास गोयल द्वारा आपत्ति की गई है, जिस कारण से सीमांकन का कार्य भी रुका हुआ है।

Further, the aggrieved party told that even after my registration, the demarcation of my land has not been done, for this I had given an application for demarcation of the land, the application was returned to me citing shortcomings in that application. At the same time, the Revenue Administration showed promptness in the demarcation of the remaining land of the road item after my registration. Apart from this, he said that the root cause of this dispute is that the map of the land acquired in NH-49 is not cut, due to which various types of problems are arising and by taking unfair advantage of such problems, land mafia and revenue Blackmailing is being done by some subordinates of the administration, due to which land related disputes are continuously increasing.
