अम्बिकापुर - लोकसभा निर्वाचन के तहत प्रथम चरण के प्रशिक्षण शुरू हो चुके हैं। इसी क्रम में मंगलवार को कलेक्टर श्री विलास भोसकर की मौजूदगी में प्रथम चरण के प्रशिक्षण की शुरुआत हुई। जिला पंचायत सभागार में मतदान कर्मियों को प्रशिक्षण देने मास्टर ट्रेनरों का प्रशिक्षण सह उन्मुखीकरण संपन्न हुआ। साथ ही महिला एवं बाल विकास कार्यालय सभाकक्ष में एमसीएमसी यानी मीडिया अधिप्रमाणन एवं अनुवीक्षण समिति के सदस्यों को प्रशिक्षण दिया गया। एमसीएमसी टीम में प्रिंट, इलेक्ट्रॉनिक, सोशल मीडिया, एफएम रेडियो व इलेक्ट्रॉनिक मीडिया अनुवीक्षण इकाई शामिल है जिनके प्रभारी अधिकारी व सहायक कर्मचारियों को प्रशिक्षण दिया गया। प्रशिक्षण में मास्टर ट्रेनर श्री एसएन पांडेय एवं श्री अखिलेश द्विवेदी द्वारा मीडिया में चुनाव प्रचार के साधन (समाचार पत्र, टेलीविजन, एक्स, फेसबुक इत्यादि) के उपयोग पर एमसीएमसी कमेटी द्वारा मॉनिटरिंग की बारीकियों की जानकारी दी गई। इसके साथ ही उन्होंने पेड न्यूज, विज्ञापन प्रमाणन (सर्टिफिकेशन), प्रिंट, इलेक्ट्रॉनिक व सोशल मीडिया में आदर्श आचार संहिता के उल्लंघन के मामलों की जांच में एमसीएमसी समिति की भूमिका के संबंध में विस्तारपूर्वक जानकारी दी। प्रशिक्षण में बताया गया कि जिले में आदर्श आचार संहिता प्रभावशील है। सरगुजा लोकसभा क्षेत्र के अनुरूप रिटर्निंग अधिकारी के स्तर पर और जिला स्तर पर समिति का गठन किया गया है। मीडिया प्रमाणन एवं अनुवीक्षण समिति द्वारा पेड न्यूज की मॉनिटरिंग की जायेगी। समिति राजनैतिक विज्ञापनों पर भी नजर रखेगी। पेड न्यूज होने पर उसकी जानकारी समिति द्वारा रिटर्निंग ऑफिसर को दिया जायेगा। रिटर्निंग अधिकारी द्वारा उम्मीदवार को नोटिस जारी किया जायेगा। आरओ स्तर पर विज्ञापन अधिप्रमाणन की कार्यवाही की जाएगी। विभिन्न मीडिया में राजनीतिक विज्ञापन जारी कराने एमसीएमसी समिति से पूर्व अधिप्रमाणन कराना अनिवार्य होगा। जिले में गठित एमसीएमसी द्वारा प्रिंट, इलेक्ट्रानिक मीडिया, सोशल मीडिया आदि पर जारी किये जाने वाले राजनैतिक विज्ञापनों की सतत मॉनिटरिंग की जायेगी। समिति पेड न्यूज और विज्ञापनों सहित हेट स्पीच, एमसीसी के उल्लंघन के मामलों पर भी निगरानी रखेगी।

Ambikapur - The first phase of training for the Lok Sabha elections has started. In this sequence, the first phase of training started on Tuesday in the presence of Collector Shri Vilas Bhoskar. Training cum orientation of master trainers for training the polling personnel was completed in the District Panchayat Auditorium. Besides, training was given to the members of MCMC i.e. Media Certification and Monitoring Committee in the meeting room of the Women and Child Development Office. The MCMC team includes print, electronic, social media, FM radio and electronic media monitoring units, whose in-charge officers and supporting staff were given training. In the training, master trainers Mr. SN Pandey and Mr. Akhilesh Dwivedi gave information about the use of election campaign tools in the media (newspaper, television, X, Facebook etc.) and the specifics of monitoring by the MCMC Committee. Along with this, he gave detailed information regarding the role of MCMC Committee in investigating the cases of violation of Model Code of Conduct in paid news, advertising certification, print, electronic and social media. It was told in the training that the model code of conduct is effective in the district. According to Surguja Lok Sabha constituency, a committee has been formed at the level of Returning Officer and at the district level. Paid news will be monitored by the Media Certification and Monitoring Committee. The committee will also keep an eye on political advertisements. In case of paid news, its information will be given by the committee to the returning officer. A notice will be issued to the candidate by the Returning Officer. Advertisement authentication process will be done at RO level. Before releasing political advertisements in various media, it will be mandatory to get authentication from MCMC committee. The MCMC formed in the district will continuously monitor the political advertisements issued on print, electronic media, social media etc. The committee will also monitor cases of hate speech, MCC violations including paid news and advertisements.
