महासमुंद - लोकसभा निर्वाचन 2024 के लिए जिले के विभिन्न मतदान केन्द्रों में भारत निर्वाचन आयोग के निर्देशानुसार कलेक्टर एवं जिला निर्वाचन अधिकारी श्री प्रभात मलिक द्वारा केन्द्रीय विद्यालय, नवोदय विद्यालय, भारतीय जीवन बीमा निगम, विभिन्न राष्ट्रीय बैंकों के कुल 111 अधिकारियों एवं कर्मचारियों को माइक्रो आब्जर्वर के रूप में नियुक्त किया गया है। जिन्हें वन प्रशिक्षण केन्द्र के सभागार में मंगलवार को प्रशिक्षण दिया गया। पावर पॉइंट प्रेजेंटेशन के माध्यम से प्रशिक्षण देते हुए जिला मास्टर ट्रेनर श्री तोषण गिरि गोस्वामी ने माइक्रो आब्जर्वर की नियुक्ति एवं भूमिका, उनके जानने योग्य बातें, मतदान के दौरान ध्यान देने योग्य बातें तथा उनके द्वारा 18 बिंदुओं में तैयार की जाने वाली चेक लिस्ट के बारे में विस्तारपूर्वक जानकारी दी गई। उन्होंने बताया कि माइक्रो आब्जर्वर भारत निर्वाचन आयोग द्वारा भेजे गए सामान्य आब्जर्वर के नियंत्रण एवं निरीक्षण में कार्य करता है। वह मतदान केंद्र में मतदान दलों द्वारा किए जाने वाले विभिन्न कार्यां का सूक्ष्म अवलोकन करते हैं। वे मतदान दल के सदस्य नहीं होते। अतः उन्हें मतदान अधिकारियों के किसी भी कार्य में सहायता नहीं करनी चाहिए। मतदान दलों द्वारा किए जाने वाले मॉक पोल की प्रक्रिया, वास्तविक मतदान के लिए ईवीएम को तैयार करने के कार्य का अवलोकन करना चाहिए। उन्हें इस बात का विशेष ध्यान रखना होगा कि किसी भी मतदाता को फोटोयुक्त मतदाता परिचय पत्र अथवा आयोग द्वारा बताए गए अन्य वैकल्पिक दस्तावेजों के बिना मतदान करने की अनुमति न दी जाए। उन्हें यह भी देखना होगा की मतदान अधिकारी द्वारा प्रत्येक मतदाता के बाएं हाथ की तर्जनी में नियमानुसार अमिट स्याही लगाया जाए तथा मतदाता रजिस्टर में विधिवत प्रविष्टि की जाए। एएसडी लिस्ट वाले मतदाताओं से सामान्य पूछताछ करने तथा घोषणा पत्र में उनके हस्ताक्षर कराने की प्रक्रिया का भी अवलोकन करना होगा। उन्होंने बताया कि माइक्रो आब्जर्वर को निर्धारित प्रारूप में अपना रिपोर्ट मतदान समाप्ति के पश्चात सामग्री वापसी स्थल में सामान्य आब्जर्वर के हाथों में सौंपना चाहिए। उन्होंने प्रशिक्षण देते हुए कहा कि इस प्रशिक्षण में अपने मन के सभी सन्देहों को दूर कर लें तथा किसी भी तरह का संदेह लेकर यहां से न जाएं।

They will have to take special care that no voter should be allowed to vote without voter identity card with photo or other alternative documents specified by the Commission. They will also have to see that indelible ink is applied as per rules on the index finger of the left hand of every voter by the polling officer and duly entered in the voter register. The process of making general inquiries of the voters in the ASD list and getting their signatures in the declaration form will also have to be observed. He said that the micro observer should hand over his report in the prescribed format to the general observer at the material return point after the end of voting.
