बिलासपुर - कलेक्टर श्री अवनीश शरण ने आज बैठक लेकर स्वास्थ्य विभाग की समीक्षा की। उन्होंने ग्रामीण इलाकों में संचालित पीएचसी को मॉडल बनाने के लिए नोडल अधिकारी नियुक्त किये हैं। सीएमएचओ सहित वरिष्ठ चिकित्सकों एवं कन्सलटेन्टस को नोडल बनाकर उन्हें एक सप्ताह में रिपोर्ट प्रस्तुत करने को कहा है। वे स्वयं अपने प्रभार के पीएचसी का दौरा करेंगे। दिनभर अस्पताल में रहकर जरूरतों का सूक्ष्म आकलन करेंगे। उल्लेखनीय है कि जिले की ग्रामीण क्षेत्रों में 41 पीएचसी एवं ब्लॉक मुख्यालयों में 5 सीएचसी संचालित हैं। ग्रामीणों की एक बड़ी आबादी इन संस्थानों पर इलाज के लिए निर्भर रहती है। लोकसभा चुनाव उपरांत आचरण संहिता के संपन्न होने पर नोडल अफसरों द्वारा प्रस्तुत रिपोर्ट पर आधारित कार्ययोजना पर काम किया जायेगा। कलेक्टर ने कहा कि शहरी नागरिकों की तरह ग्रामीणों को भी अपने निवास के नजदीक बेहतर इलाज सुविधा पाने का अधिकार है। इस भावना के अनुरूप पीएचसी एवं सीएससी को सशक्त बनाए जाएंगे। आधारभूत सुविधा के साथ मैनपॉवर की कमियां भी दूर की जायेंगी। उन्होंने कहा कि स्वास्थ्य सुविधा के लिए फण्ड की कमी नहीं है। डीएमएफ एवं सीएसआर मद से भी जरूरतें पूरी की जा रही हैं। आगे भी की जाएंगी। जरूरत सिर्फ स्वास्थ्य अमला की इच्छा शक्ति एवं समर्पण की है। उन्होंने पूर्व में विभिन्न मदों के अंतर्गत उपलब्ध कराये गये बजट का तत्परता से समुचित उपयोग नहीं किये जाने पर असंतोष प्रकट किया। उन्होंने एक आदर्श पीएचसी एवं सीएचसी के मानदण्डों की जानकारी लेकर इस पर काम करने को कहा है। कलेक्टर ने सीपत पीएचसी की अव्यवस्थाओं का बैठक में जिक्र करते हुए इन्हें दूर करने के निर्देश दिए। बैठक में सीएमएचओ डॉ. प्रभात कुमार श्रीवास्तव सहित स्वास्थ्य विभाग के चिकित्सक एव अधिकारी उपस्थित थे।

Bilaspur - Collector Shri Avnish Sharan held a meeting today and reviewed the health department. He has appointed nodal officers to make PHCs operated in rural areas a model. Senior doctors and consultants including CMHO have been made nodals and asked to submit the report within a week. He himself will visit the PHC of his charge. Will stay in the hospital throughout the day and make a detailed assessment of the needs. It is noteworthy that 41 PHCs are operating in rural areas of the district and 5 CHCs are operating in block headquarters. A large population of villagers depend on these institutions for treatment. After completion of the code of conduct after the Lok Sabha elections, work will be done on the action plan based on the report submitted by the nodal officers. The Collector said that like urban citizens, villagers also have the right to get better treatment facilities near their residence. In accordance with this spirit, PHC and CSC will be strengthened. Along with basic facilities, manpower deficiencies will also be removed. He said that there is no shortage of funds for health facilities. Needs are also being met through DMF and CSR items. Will be done in future also. What is needed is only the will power and dedication of the health staff. He expressed dissatisfaction over the budget provided earlier under various heads not being utilized promptly and appropriately. He has asked to work on getting information about the standards of an ideal PHC and CHC. The Collector mentioned the irregularities of Sipat PHC in the meeting and gave instructions to remove them. CMHO Dr. Prabhat Kumar Srivastava and doctors and officials of the health department were present in the meeting.
