इन्दौर - कृषि विभाग ने इंदौर जिले के समस्त किसानों से आग्रह किया कि वे फसल कटाई के पश्चात नरवाई नहीं जलाये। नरवाई जलाने पर प्रतिबंध है। नरवाई जलाने वालों के विरूद्ध कार्रवाई की जायेगी। कृषि विभाग के उप संचालक श्री शिवसिंह राजपूत ने बताया कि किसानों को इस संबंध में जागरूक भी किया जा रहा है। फसल कटाई उपरांत अवशेषों को जलाने की घटनाओं को रोकने हेतु कृषि विभाग के मैदानी अमले द्वारा व्यापक प्रचार-प्रसार कर कृषकों को पंचायत स्तर पर समझाईश दी जा रही है। नेशनल ग्रीन टिब्युनल के नोटिफिकेशन प्रावधान अनुसार Air (Prevention and Control of pollution) Act, 1981 के निर्देशों के क्रम में फसलों विशेषतः गेहूँ की फसल कटाई उपरांत फसल अवशेषों (नरवाई) को खेतों में जलाये जाने को प्रतिबंधित किया गया है। जिसमें ऐसा कोई व्यक्ति/निकाय/कृषक जिसके पास 2 एकड़ तक की भूमि है, तो उसको नरवाई जलाने पर पर्यावरण क्षति के रूप में 2 हजार 500 रूपये प्रति घटना के मान से आर्थिक दण्ड भरना होगा। इसी प्रकार 2 से 5 एकड़ भूमि होने पर 5 हजार रूपये तथा 5 एकड़ भूमि होने पर 15 हजार रूपये प्रति घटना के मान से आर्थिक दण्ड का प्रावधान किया गया है। कलेक्टर श्री आशीष सिंह ने सभी अनुविभागीय अधिकारी राजस्व को निर्देशित किया है कि वे उक्त प्रतिबंध का कड़ाई से पालन करवाये। किसानों से कहा गया है कि वे गेंहूँ कटाई उपरांत स्ट्रारीपर से बचे अवशेषों से भूसा बनाये अथवा रोटावेटर चलायें, भूसे से अतिरिक्त आय प्राप्त होगी तथा आग लगाने से पर्यावरण एवं मृदा स्वास्थ्य पर पड़ने वाले दुष्परिणामो से बचा जा सकेगा। कृषको से अपील की जा रही है कि वे खेतो मे नरवाई न जलाये, जिससे पर्यावरण प्रदूषित होने से बचेगा साथ खेत के साथ लगे अन्य स्थानों पर कोई अप्रिय घटना नहीं होगी। साथ ही नेशनल ग्रीन ट्रिब्युनल एक्ट के तहत आर्थिक दण्ड से भी बचा जा सकता है।

Indore - The Agriculture Department requested all the farmers of Indore district not to burn stubble after harvesting. There is a ban on burning Narwai. Action will be taken against those who burn Narwai. Deputy Director of Agriculture Department, Shri Shivsingh Rajput said that farmers are also being made aware in this regard. To stop the incidents of burning of residue after harvest, the field staff of the Agriculture Department is giving wide publicity and giving advice to the farmers at the Panchayat level. According to the notification provisions of the National Green Tribunal, in accordance with the instructions of the Air (Prevention and Control of pollution) Act, 1981, burning of crop residues (weeds) in the fields after harvesting of crops, especially wheat, has been banned. In which any person/body/farmer who has land up to 2 acres will have to pay a financial penalty of Rs 2,500 per incident in the form of environmental damage for burning stubble. Similarly, a provision has been made for a financial penalty of Rs 5,000 for 2 to 5 acres of land and Rs 15,000 per incident for 5 acres of land. Collector Mr. Ashish Singh has directed all the sub-divisional revenue officers to strictly enforce the said ban. Farmers have been told to make straw from the residue left from the straw stripper after wheat harvesting or run a rotavator, this will generate additional income and the adverse effects of burning on the environment and soil health will be avoided. Farmers are being appealed not to burn stubble in the fields, which will prevent the environment from getting polluted and there will be no untoward incidents at other places adjacent to the fields. Apart from this, financial penalty can also be avoided under the National Green Tribunal Act.
