रायगढ़ -  कलेक्टर एवं जिला निर्वाचन अधिकारी श्री कर्तिकेया गोयल के निर्देशन में लोक सभा निर्वाचन के मद्देनजर आज कलेक्ट्रेट सभाकक्ष में सहायक व्यय प्रेक्षक, वीडियो अवलोकन दल, वीडियो निगरानी दल, लेखा टीम के सदस्यों को लोकसभा निर्वाचन के संदर्भ में व्यय निगरानी का प्रशिक्षण दिया गया। इस अवसर पर नोडल अधिकारी प्रशिक्षण डिप्टी कलेक्टर श्रीमती ऋतु हेमनानी, डिप्टी कलेक्टर श्री समीर बड़ा उपस्थित रहे। वरिष्ठ कोषालय अधिकारी श्रीमती ज्योति सिंह, लेखा अधिकारी जिला पंचायत श्री बसंत गुलेरी, जिला स्तरीय मास्टर ट्रेनर श्री राजेश डेनियल द्वारा प्रशिक्षण दिया गया। वरिष्ठ कोषालय अधिकारी श्रीमती ज्योति सिंह ने निर्वाचन में होने वाले व्यय के संबंध में जानकारी देते हुए मॉनिटरिंग प्रक्रिया के बारे में विस्तार पूर्वक जानकारी दी। उन्होंने निर्वाचन में इसके उद्देश्य के संबंध में जानकारी देते हुए कहा कि स्वतंत्र, निष्पक्ष, पारदर्शी एवं शांतिपूर्ण पूर्ण चुनाव करवाने, धन बाहुबल के दुरुपयोग की निगरानी करने, सही हिसाब रखने तथा सभी हितधारकों के लिए समान अवसर प्रदान करना है। प्रशिक्षण में धन बल का प्रभाव उद्देश्य और कानूनी प्रावधान, चुनाव आयोग के प्रकार के संबंध में विशेष जानकारी दी। इसके साथ ही निर्वाचन में कानूनी व्यय के रुप में सार्वजनिक बैठकें, पोस्टर, बैनर, वाहन तथा अवैध व्यय निर्वाचकों को प्रभावित करने के उद्देश्य से उनकी बीच धन, उपहार, शराब या अन्य किसी प्रकार की वस्तु का वितरण आता है। इस दौरान प्रमुख कानूनी प्रावधान के संबंधित जानकारी दी एवं प्रशिक्षण प्राप्त कर रहे अधिकारियों से इसका फीडबैक भी लिया। इस दौरान व्यय निगरानी मशीनरी के रूप में काम करने वाले व्यय पर्यवेक्षक, सहायक व्यय पर्यवेक्षक, उडऩ दस्त एवं स्थैतिक निगरानी दल,  वीडियो निगरानी दल, वीडियो देखने वाली टीम, लेखा टीम, आबकारी टीम, मीडिया प्रमाणन और निगरानी समिति, जिला व्यय निगरानी समिति का समन्वय की जानकारी देते हुए उनके कार्यों दायित्व की जानकारी गई।

Raigarh - Under the direction of Collector and District Election Officer Shri Kartikeya Goyal, in view of the Lok Sabha elections, today in the Collectorate meeting room, members of Assistant Expenditure Observer, Video Observation Team, Video Surveillance Team, Accounts Team were given training on expenditure monitoring in the context of Lok Sabha elections. . On this occasion, Nodal Officer Training Deputy Collector Mrs. Ritu Hemnani, Deputy Collector Mr. Sameer Bada were present. Training was given by Senior Treasury Officer Mrs. Jyoti Singh, Accounts Officer District Panchayat Mr. Basant Guleri, District Level Master Trainer Mr. Rajesh Daniel. Senior treasury officer Mrs. Jyoti Singh gave detailed information about the monitoring process while giving information regarding the expenditure incurred in the elections. Giving information about its objective in elections, he said that it is to conduct free, fair, transparent and peaceful elections, monitor the misuse of money and muscle power, keep correct accounts and provide equal opportunities to all the stakeholders. The training gave special information regarding the impact of money power, objectives and legal provisions, types of Election Commission. Along with this, legal expenditure in elections includes public meetings, posters, banners, vehicles and illegal expenditure includes distribution of money, gifts, liquor or any other kind of item among the voters for the purpose of influencing them. During this, information related to major legal provisions was given and feedback was also taken from the officers undergoing training. During this period, Expenditure Supervisors, Assistant Expenditure Supervisors, Flying Squad and Static Surveillance Team, Video Surveillance Team, Video Viewing Team, Accounts Team, Excise Team, Media Certification and Monitoring Committee, District Expenditure Monitoring Committee, working as expenditure monitoring machinery, While giving information about coordination, information about their duties and responsibilities was given.
