कोरबा - भारत निर्वाचन आयोग द्वारा निर्वाचन में पारदर्शिता और विश्वसनीयता सुनिश्चित करने के लिए सी-विजिल मोबाइल एप्लीकेशन उपलब्ध कराया गया है। सी-वीजिल का अर्थ सिटिजन वीजिलेंस यानि नागरिकों की सतर्कता है। सी-विजिल के माध्यम से आदर्श आचार संहिता के उल्लंघन के मामलों की कुशलतापूर्वक त्वरित रिपोर्ट प्रस्तुत किया जा सकता है। इसके माध्यम से आदर्श आचार संहिता के उल्लंघन की गतिविधि को रोकने में मदद मिलती है और निर्वाचन प्रक्रिया पारदर्शी एवं जवाबदेही सुनिश्चित की जाती है। सी-विजिल मोबाइल एप्लीकेशन को गूगल प्ले स्टोर एवं एप्पल स्टोर से डाउनलोड किया जा सकता है। यह एप्लीकेशन नागरिक जुड़ाव और प्रवर्तन प्रक्रिया में भागीदारी को बढ़ावा देता है। निर्वाचन को ठीक से संचालित करने के लिए विश्वास-आधारित साझेदारी की आवश्यकता है और यह मोबाइल एप्लीकेशन जागरूकता, विश्वास और आत्मविश्वास पैदा कर उस साझेदारी को सुगम बनाने में सहायक सिद्ध होता है। कलेक्टर  ने जिले के सभी विधानसभाओं के लिए नियुक्त रिटर्निंग ऑफिसर्स सहित अन्य अधिकारियों को सी-विजिल मोबाइल एप्लीकेशन के व्यापक प्रचार-प्रसार के निर्देश दिए हैं। सी-विजिल मोबाईल एप्लीकेशन निर्वाचन सीमा के भीतर प्रत्येक नागरिक को आवेदन में साइन-इन करके अपने मोबाइल फोन के माध्यम से फोटो, ऑडियो, वीडियो लेकर आदर्श आचार संहिता व व्यय उल्लंघन की रिपोर्ट करने की अनुमति देता है। ऐप नागरिकों को उनके व्यक्तिगत विवरण पहचान का खुलासा किए बिना गुमनाम रूप से शिकायत करने की भी अनुमति देता है। जब उपयोगकर्ता उल्लंघन की रिपोर्ट करने के लिए सी-विजिल में अपने कैमरे को चालू करते हैं, तो ऐप स्वचालित रूप से एक जियो-टैगिंग सुविधा को सक्षम करता है, जिससे फील्ड यूनिट की घटना के सटीक स्थान को जानने में मदद मिलती है। ऐप सभी आदर्श आचार संहिता उल्लंघन व शिकायतों तक पहुंच सकता है और रीयल-टाइम प्रगति की जांच कर सकता है। फील्ड यूनिट द्वारा प्रस्तुत रिपोर्ट के बाद निर्णयकर्ता व रिटर्निंग अधिकारी सी-विजिल मामलों पर ड्रॉप, डिसाइड और एस्केलेट जैसी कार्रवाई कर सकते हैं।

C-Vigil app will help common citizens to stop activities that violate the model code of conduct.

Korba - C-Vigil mobile application has been made available by the Election Commission of India to ensure transparency and credibility in elections. C-VIGIL stands for Citizen Vigilance. Through C-VIGIL, cases of violation of Model Code of Conduct can be efficiently and quickly reported. Through this, it helps in preventing activities that violate the Model Code of Conduct and ensures that the election process is transparent and accountable. C-Vigil mobile application can be downloaded from Google Play Store and Apple Store. The application promotes citizen engagement and participation in the enforcement process. Proper conduct of elections requires a trust-based partnership and this mobile application helps in facilitating that partnership by creating awareness, trust and confidence. The Collector has given instructions to other officers including returning officers appointed for all the assemblies of the district for wide publicity of C-Vigil mobile application.

C-Vigil mobile application allows every citizen within the constituency to report Model Code of Conduct and expenditure violations by taking photos, audios, videos through their mobile phones by signing in to the application. The app also allows citizens to lodge complaints anonymously without revealing their personal identifying details. When users turn on their cameras in C-Vigil to report a violation, the app automatically enables a geo-tagging feature, helping the field unit know the exact location of the incident. The app can access all Model Code of Conduct violations and complaints and check real-time progress. After the report submitted by the field unit, the decision maker and returning officer can take action like drop, decide and escalate on C-VIGIL cases.
