सिंगरौली - कलेक्ट्रेट सभागार में मुद्रकों तथा प्रिंटिंग प्रेस संचालकों की बैठक आयोजित की गई। बैठक में जिला निर्वाचन अधिकारी श्री चन्द्रशेखर शुक्ला ने कहा कि सभी मुद्रक, उम्मीदवार अथवा उनके मान्य प्रतिनिधि से घोषणा पत्र प्राप्त करने के बाद ही चुनाव सामग्री मुद्रित करें। मुद्रित चुनाव सामग्री में कुल संख्या तथा मुद्रक के नाम का अनिवार्य रूप से उल्लेख करें। जिला निर्वाचन अधिकारी ने कहा कि लोक प्रतिनिधित्व अधिनियम 1951 की धारा 127 क के अन्तर्गत प्रकाशक उम्मीदवार या राजनैतिक दल की प्रचार सामग्री मुद्रण करने के पूर्व निर्धारित प्रारूप में अनिवार्य रूप से घोषणा पत्र प्राप्त करेंगे। मुद्रण का अभिप्राय किसी दस्तावेज की अनेकानेक प्रतियां तैयार करने से है। निर्वाचन पम्पलेट अथवा पोस्टर तथा निर्वाचन संबंधी अन्य सामग्री मुद्रित करने पर सामग्री पर मुद्रक तथा प्रकाशक का नाम, पता स्पष्ट रूप से उल्लेख किया जाना अनिवार्य होगा। इस तरह की सभी सामग्री निर्वाचन सामग्री की श्रेणी में आएगी जो अभ्यार्थी या अभ्यार्थियों के निर्वाचन को समप्रवर्तित या प्रतिकूलता प्रभावित करने प्रयोजन से मुद्रित कराई जाएगी। सभी मुद्रणालयों को सामग्री मुद्रण करने के तीन दिवस के अन्दर प्रत्येक मुद्रित सामग्री की 3 अतिरिक्त प्रतियों सहित जिला दण्डाधिकारी कार्यालय में जमा करानी होगी। परिशिष्ट क में मुद्रक द्वारा प्रकाशक से संबंधित उम्मीदवार, राजनैतिक दल से जो घोषणा पत्र लिया जाएगा। वह घोषणा पत्र साफ-सुथरा उन्होंने कहा कि विधिवत रूप से हस्ताक्षरित तथा उसे व्यक्तिगत तौर पर जानने वाले दो व्यक्तियों द्वारा अनुप्रमाणित होना चाहिए। जिला दण्डाधिकारी को अग्रेषित करते समय मुद्रक द्वारा अनिवार्य रूप से अनुप्रमाणित किया जाएगा। मुद्रक द्वारा मुद्रित सामग्री प्रकाशित करने के अन्दर सामग्री की चार प्रतियां प्रकाशक से प्राप्त घोषणा पत्र प्रिन्टर के दस्तावेज की संख्या, मुद्रण के वसूल की कीमत का ब्यौरा संलग्न कर निर्धारित प्रारूप में प्रस्तुत किया जाएगा। सभी सामग्री की मुद्रक द्वारा अलग-अलग मुद्रित प्रतियों की संख्या और वसूल की गई राशि की जानकारी अनिवार्य रूप से देनी होगी। बैठक में अपर कलेक्टर एवं उप जिला निर्वाचन अधिकारी अरविंद झा, संयुक्त कलेक्टर संजीव कुमार पाण्डेय सहितप्रिंटिंग प्रेस संचालक उपस्थित रहे।

Mandatory mention of press in printed material - District Election Officer

Singrauli - A meeting of printers and printing press operators was organized in the Collectorate auditorium. In the meeting, District Election Officer Shri Chandrashekhar Shukla said that all the printers should print the election material only after receiving the declaration form from the candidate or his recognized representative. It is mandatory to mention the total number and name of the printer in the printed election material. The District Election Officer said that under Section 127A of the Representation of the People Act 1951, the publishers will compulsorily obtain the declaration form in the prescribed format before printing the campaign material of the candidate or political party. Printing means preparing multiple copies of a document. When election pamphlets or posters and other election related materials are printed, it will be mandatory to clearly mention the name and address of the printer and publisher on the material. All such material will fall in the category of election material which will be printed for the purpose of promoting or adversely affecting the election of the candidate or candidates. All the printing presses will have to submit 3 extra copies of each printed material to the District Magistrate's office within three days of printing the material. Appendix A contains the declaration form to be taken by the printer from the candidate or political party belonging to the publisher. That declaration should be plain and simple, he said, duly signed and attested by two persons personally known to him. It will be compulsorily attested by the printer while forwarding it to the District Magistrate. While publishing the printed material by the printer, four copies of the material will be submitted in the prescribed format along with the declaration form received from the publisher, the number of the printer's document, details of the printing charges.
