खरगोन - सोशल मीडिया और वेबसाइट पर चुनावी प्रचार के लिये भी अनुमति लेनी होगी। भारत निर्वाचन आयोग ने इस संबंध में दिशा निर्देश जारी कर दिए हैं। आयोग ने माना है कि सोशल मीडिया और वेबसाइट भी रेडियो-केबल टीव्ही की तरह इलेक्ट्रोनिक मीडिया हैं। जिस पर किए जाने वाले चुनाव प्रचार को कानूनी रूप में विनियमित करना आयोग का अधिकार है। सोशल मीडिया के माध्यम से होने वाले चुनावी प्रचार का खर्चा संबंधित प्रत्याशी के खाते में शामिल किया जाएगा। साथ ही राजनैतिक दलों व उम्मीदवारों से भी कहा है कि बिना अनुमति के सोशल मीडिया का उपयोग चुनावी प्रचार में न करें। भारत निर्वाचन आयोग द्वारा इस संबंध में जारी दिशा निर्देशों में साफ किया गया है कि सोशल मीडिया मसलन एक्स, फेसबुक, यूट्यूब, विकीपीडिया और एप्स पर कोई भी विज्ञापन या एप्लीकेशन देने से पहले इसकी अनुमति अवश्य ली जाए। यह अनुमति मीडिया सर्टिफिकेशन ऑफ मॉनीटरिंग कमेटी (एमसीएमसी) देगी। इसके लिये राजनैतिक दलों व प्रत्याशियों को निर्धारित प्रारूप में आवेदन करना होगा। सोशल मीडिया पर दिए जाने वाले विज्ञापन का खर्चा भी राजनैतिक दल अथवा प्रत्याशी के चुनावी खर्च में शामिल होगा। चुनावी खर्चे में उन व्यक्तियों एवं टीम के वेतन व भत्ते भी शामिल होंगे, जो उम्मीदवार या राजनैतिक दल का सोशल मीडिया एकाउण्ट या वेबसाइट संचालित करने का काम करते हैं। आयोग ने यह भी स्पष्ट किया है कि सोशल मीडिया पर भी आचार संहिता पूरी तरह से लागू रहेगी। साथ ही वेबसाइट और सोशल मीडिया एकाउण्ट पर पोस्ट की जाने वाली सामग्री इसके अधीन रहेगी।

In the guidelines issued by the Election Commission of India in this regard, it has been made clear that permission must be taken before giving any advertisement or application on social media like X, Facebook, YouTube, Wikipedia and apps. This permission will be given by Media Certification of Monitoring Committee (MCMC). For this, political parties and candidates will have to apply in the prescribed format. The cost of advertising on social media will also be included in the election expenses of the political party or candidate. Election expenses will also include the salaries and allowances of those individuals and teams who operate the social media accounts or websites of the candidate or political party. The Commission has also made it clear that the code of conduct will remain fully applicable on social media also. Also, the content posted on the website and social media accounts will be subject to this.
