गरियाबंद - कलेक्टर श्री दीपक कुमार अग्रवाल ने बाल विवाह की पूर्णतः रोकथाम के लिए संबंधित विभाग के अधिकारियों को निर्देशित करते हुए कहा है कि बाल विवाह एक सामाजिक बुराई ही नही अपितु कानूनन अपराध भी है। बाल विवाह प्रतिषेध अधिनियम 2006 के अंतर्गत बाल विवाह करने वाले वर एवं वधु के माता-पिता, सगे संबंधी, बाराती यहां तक कि विवाह करने वाले पुरोहित पर भी कानूनी कार्यवाही की जा सकती है। इसके अतिरिक्त यदि वर या कन्या बाल विवाह पश्चात विवाह को स्वीकार नहीं करते हैं तो बालिग होने के पश्चात विवाह को शून्य घोषित करने के लिए आवेदन कर सकते हैं। बाल विवाह के कारण बच्चों में कुपोषण, शिशु मृत्यु दर एवं मातृ-मृत्यु दर के साथ घरेलू हिंसा में भी वृद्धि होती है बाल विवाह से बच्चों का सर्वांगीण विकास प्रभावित होता है एवं बाल विवाह बालकों के सर्वोत्तम हित में नहीं है। बाल विवाह के रोकथाम के लिए शासन एवं समाज की सहभागिता में व्याप्त इस बुराई के पूर्णतः उन्मूलन हेतु जिला प्रशासन द्वारा जिले के समस्त प्रिंटिंग प्रेस, विवाह संस्थान जैसे - गायत्री परिवार, आर्य समाज प्रमुख, विवाह कराने वाले पुरोहित, समस्त टेन्ट हाउस मालिक, समस्त डी.जे., बैण्ड बाजा मालिक एवं समस्त नाई से अपील किया है कि विवाह में अपनी सहभागिता देने से पहले बालिका एवं बालक की आयु संबंधित दस्तावेज जैसे अंकसूची, दाखिल खारिज, जन्म प्रमाण पत्र इत्यादि से आयु की पुष्टि अवश्य करे। निर्धारित आयु पूर्ण होने पर ही विवाह कार्यक्रम में अपना योगदान दिया जाना सुनिश्चित करेंगे। विवाह के लिये बाल विवाह प्रतिषेध अधिनियम 2006 के अनुसार वधु की आयु 18 वर्ष एवं वर की आयु 21 वर्ष पूर्ण होना अनिवार्य है। निर्धारित आयु से कम आयु में महिला-पुरुष का विवाह करने या करवाने की स्थिति में सम्मिलित व सहयोगी सभी लोग अपराध की श्रेणी में आयेंगे।  जिन्हें 02 वर्ष तक का कठोर कारावास एवं 01 लाख रुपये तक का जुर्माना अथवा दोनों से दण्डित किये जाने का प्रावधान है। बाल विवाह होने की सूचना चाईल्ड हेल्प लाईन नम्बर 1098 या जिला बाल संरक्षण अधिकारी श्री अनिल द्विवेदी का मोबाईल नम्बर 88392-39688 में दे सकते हैं।

Under the Child Marriage Prohibition Act 2006, legal action can be taken against the parents, relatives, groomsmen and even the priest performing the marriage of the bride and groom who perform a child marriage. Apart from this, if the groom or the bride does not accept the marriage after child marriage, then after attaining majority, they can apply to declare the marriage void. Due to child marriage, there is an increase in malnutrition, infant mortality rate and maternal mortality rate among children as well as domestic violence. Child marriage affects the overall development of children and child marriage is not in the best interest of the children. In order to completely eradicate this evil prevailing through the participation of government and society for the prevention of child marriage, the district administration has taken all the printing presses of the district, marriage institutions like - Gayatri Parivar, Arya Samaj heads, priests conducting marriages, all tent house owners, all DJs, band owners and all barbers have been appealed to confirm the age of the girl and the boy through age related documents like marksheet, dismissal certificate, birth certificate etc. before giving their participation in the marriage. Will ensure to contribute to the marriage program only after completing the prescribed age. According to the Child Marriage Prohibition Act 2006, for marriage, it is mandatory for the bride to be 18 years of age and the groom to be 21 years of age. In case of getting a man or woman married below the prescribed age, all the people involved and associated with it will fall in the category of crime. There is a provision to punish them with rigorous imprisonment up to 2 years or fine up to Rs 1 lakh or both.
