अम्बिकापुर - कलेक्टर एवं जिला दण्डाधिकारी श्री विलास भोस्कर की अध्यक्षता में आज आगामी 24 और 25 मार्च को होलिका दहन एवं रंग पर्व होली के मद्देनजर जिले में शांति और सुरक्षा व्यवस्था बनाये रखने कलेक्ट्रेट सभाकक्ष में जिला स्तरीय शांति समिति की बैठक आयोजित की गई। इस दौरान एसपी श्री विजय अग्रवाल, समिति के सभी सदस्य, सामाजिक संगठनों के पदाधिकारी, समुदाय प्रमुख, गणमान्य नागरिक, मीडिया के प्रतिनिधि, जिला एवं पुलिस प्रशासन के अधिकारी उपस्थित थे। बैठक में कलेक्टर एवं जिला दण्डाधिकारी श्री विलास भोस्कर ने कहा कि सामाजिक सद्भाव एवं आपसी भाईचारे के साथ गौरवशाली परम्परा एवं शांतिपूर्ण ढंग से होली का त्योहार मनाया जाना हम सब की जिम्मेदारी है। उन्होंने बैठक में उपस्थित समिति के सदस्यों, गणमान्य नागरिकों एवं प्रशासनिक अधिकारियों से आपसी सहयोग और समन्वय कर जिले में शांति, सौहार्द्र और सद्भावना बनाये रखने की अपील की जिससे जिले में हमेशा की भांति उत्साह और उल्लास के साथ पर्व मनाया जा सके।उन्होंने कहा कि जिले में शांति भंग करने वाले असमाजिक तत्वों पर प्रशासन की कड़ी नजर रहेगी एवं आवश्यक कार्रवाई भी होगी। उन्होंने ट्रैफिक व्यवस्था को बनाये रखने में सहयोग करने एवं सामाजिक सद्भाव बिगाड़ने वालों की सूचना शीघ्र जिला एवं पुलिस प्रशासन को देने की अपील की है। उन्होंने कहा कि लोकसभा निर्वाचन के मद्देनजर 16 मार्च से आदर्श आचार संहिता प्रभावशील है, जिसके तहत होली त्यौहार में आचार संहिता के नियमों का पालन करना आवश्यक होगा जिसमें आप सभी का सहयोग जरूरी है। पुलिस अधीक्षक श्री अग्रवाल ने कहा कि जिले में कानून व्यवस्था हेतु जिला एवं पुलिस प्रशासन की टीम एक्टिव रहेगी, शांति व्यवस्था बनाये रखने के लिए पुलिस द्वारा लगातार पेट्रोलिंग भी की जाएगी।सार्वजनिक स्थानों पर पुलिस व जिला प्रशासन की संयुक्त टीम विजिट करेगी। हुड़दंग करने वाले शरारती तत्वों पर कड़ी निगरानी रखी जाएगी, कानून का उल्लंघन करने वालों पर आवश्यक कार्रवाई भी की जायेगी। आमजनों को किसी प्रकार की समस्या ना हो, इसका पूरा प्रयास रहेगा। शहर के भीतर एवं बाहर के स्थानों पर भी हमारी टीम जांच करेगी। शिकायत हेतु आमजनों के लिए कंट्रोल रूम का नम्बर जारी किया जाएगा। उन्होंने इस हेतु बैठक में सभी से क़ानून व्यवस्था बनाए रखने में सहयोग की अपील की। बैठक में उपस्थित समिति के सदस्यों ने होली का पर्व जिले में शांतिपूर्ण, लोक परम्परागत ढंग से मनाए जाने हेतु अपने सुझाव रखे जिसमें होलिका दहन के समय बिजली के तारों का विशेष ध्यान रखते हुए अप्रिय घटना होने की आशंका के मद्देनजर बिजली के तारों के नीचे होलिका दहन ना करने, होली का त्योहार जिले में लोक परम्परागत ढंग से मनाए जाने, आदर्श आचार संहिता के पालन के साथ कानून के दायरे में मनाए जाने, और अनुमति के साथ होली मनाने दिए जाने की बात रखी। सदस्यों ने सुझाव रखे कि होली त्योहार के समय विद्यालय एवं महाविद्यालय की परीक्षाएं भी हैं, इसका ध्यान रख तेज आवाज डीजे पर कार्रवाई की जाए। होली के दो दिन पूर्व चौक चौराहों में जांच, शराब पीकर वाहन चलाने वालों, तीन सवारी पर कार्रवाई हो। आपातकालीन सुविधा जैसे चिकित्सा सेवा, एम्बुलेंस, फायर ब्रिगेड, मछुआरों एवं गोताखोरों की टीम एक्टिव रहें। शहर के अंदर के साथ ही बाहरी स्थानों पर भी निगरानी हो। होली त्योहार पर अवैध वसूली की भी शिकायत देखने को मिलती है, जिस पर कार्यवाही की जरूरत है। थाना स्तर के कंट्रोल रूम का नम्बर जारी किया जाए, मिठाई की मिलावट, रासायनिक रंगों आदि की जांच हो।

Meeting of District Level Peace Committee held to maintain peace and security in the district on the occasion of Holika Dahan and color festival Holi.

Ambikapur - Today, under the chairmanship of Collector and District Magistrate Shri Vilas Bhoskar, a meeting of District Level Peace Committee was organized in the Collectorate Hall to maintain peace and security in the district in view of Holika Dahan and color festival Holi on 24th and 25th March. During this, SP Shri Vijay Aggarwal, all the members of the committee, officials of social organizations, community heads, distinguished citizens, media representatives, district and police administration officials were present. In the meeting, Collector and District Magistrate Shri Vilas Bhoskar said that it is the responsibility of all of us to celebrate the festival of Holi in a glorious tradition and peaceful manner with social harmony and mutual brotherhood. He appealed to the committee members, distinguished citizens and administrative officials present in the meeting to maintain peace, harmony and goodwill in the district by mutual cooperation and coordination so that the festival can be celebrated in the district with enthusiasm and gaiety like always. He said that The administration will keep a close watch on anti-social elements disturbing peace in the district and necessary action will also be taken. He has appealed to cooperate in maintaining the traffic system and to immediately inform the district and police administration about those who disturb social harmony. He said that in view of the Lok Sabha elections, the Model Code of Conduct is effective from March 16, under which it will be necessary to follow the rules of the Code of Conduct during the Holi festival, in which cooperation of all of you is necessary. Superintendent of Police Shri Aggarwal said that the team of district and police administration will remain active for law and order in the district, and to maintain peace and order, there will be continuous patrolling by the police.A joint team of police and district administration will visit public places. A strict vigil will be kept on the mischievous elements creating ruckus and necessary action will also be taken against those who violate the law. Every effort will be made to ensure that the common people do not face any kind of problem. Our team will also investigate at places inside and outside the city. A control room number will be issued for the general public for complaints. For this, he appealed to everyone in the meeting for cooperation in maintaining law and order. The committee members present in the meeting put forth their suggestions for celebrating the festival of Holi in a peaceful, folk traditional manner in the district by taking special care of the electrical wires at the time of Holika Dahan and keeping Holika under the electrical wires in view of the possibility of an untoward incident. The matter of not burning, Holi festival being celebrated in the district in the folk traditional manner, celebrating it within the ambit of law with following the model code of conduct, and allowing Holi to be celebrated with permission, was put forth. Members suggested that during the Holi festival there are school and college examinations, keeping this in mind action should be taken against loud DJs. Two days before Holi, there should be investigation in the intersections, action should be taken against drunken driving and three-riders. Emergency facilities like medical services, ambulance, fire brigade, fishermen and divers teams should remain active. There should be surveillance inside the city as well as outside places. There are also complaints of illegal extortion during Holi festival, on which action is needed. The number of police station level control room should be issued, adulteration of sweets, chemical colors etc. should be investigated.
