बलरामपुर - कलेक्टर एवं जिला निर्वाचन अधिकारी श्री रिमिजियुस एक्का के निर्देशन में लोकसभा सामान्य निर्वाचन 2024 के परिपेक्ष्य में निर्वाचन व्यय अनुवीक्षण के अंतर्गत निर्वाचन के दौरान संदेहजनक लेन-देन के संबंध में संयुक्त जिला कार्यालय के सभाकक्ष में ज़िले के सभी बैंको के आधिकारियों को प्रशिक्षण दिया गया। उप जिला निर्वाचन अधिकारी श्री अमित श्रीवास्तव की उपस्थिति में नोडल एवं कोषालय अधिकारी श्री संतोष सिंह के द्वारा ज़िले के बैंक अधिकारियों को लोकसभा निर्वाचन के दौरान संदिग्ध लेंन-देन की पहचान कर तत्काल सूचित करने हेतु निर्देशित किया गया। साथ ही अवगत कराया गया कि 10 लाख के ऊपर के सभी लेनदेन पर आवश्यक कार्यवाही इनकम टैक्स की धराआंे के अन्तर्गत होगी, जिसके लिये इनकम टैक्स विभाग के द्वारा इस ज़िले के लिए श्री सुनील कुमार सिंह को नोडल अधिकारी नियुक्त किया गया हैं। बैठक में समस्त बैंक अधिकारियों को आदर्श आचार संहिता को दृष्टिगत रखते हुए बताया गया कि एटीएम में कैश रिचार्ज हेतु उपयोग में लायी जाने वाली गाड़ियो के लिये निर्धारित मानक संचालन प्रक्रिया का पालन कड़ाई से करें अन्यथा कैश की ज़ब्ती की कार्यवाही हो सकती है। उन्होंने कहा कि निर्वाचन के दौरान होने वाले सारे खर्चों के लिए अभ्यर्थियों के द्वारा एक ही बैंक खाते का उपयोग किया जाएगा, इसके लिए नामांकन के पूर्व उनके खाते खोलने तथा खाता डिस्क्लोजर की सहमति प्राप्त करने हेतु निर्देशित किया गया। साथ ही अभ्यर्थियों के सारे लेनदेन चेक से अथवा ऑनलाइन करने के संबंध में बताते हुए कहा कि उन्हें जितनी जल्दी हो चेक बुक मुहैया कराया जाय। इसके साथ ही सभी बैंक अधिकारियों को सुनिश्चित करने निर्देश दिए कि किसी भी स्थिति में अभ्यर्थियों का बैंक खाता संयुक्त खाता न हो। बैठक में भारत निर्वाचन आयोग के द्वारा जारी ई-एस.एम.एस. मोबाईल एप्लिकेशन के संबंध में विस्तृत की जानकारी दी गई।

In the meeting, all the bank officials were told, keeping in view the Model Code of Conduct, to strictly follow the standard operating procedure prescribed for the vehicles used for cash recharge in ATMs, otherwise action may be taken to confiscate the cash. He said that only one bank account will be used by the candidates for all the expenses incurred during the election, for this they were directed to open their accounts before nomination and obtain consent for account disclosure. Also, regarding the candidates doing all their transactions through check or online, he said that check books should be provided to them as soon as possible. Along with this, instructions were given to all the bank officials to ensure that under no circumstances the bank account of the candidates should be a joint account.
