शिवपुरी - भारत निर्वाचन आयोग द्वारा चुनावी गतिविधियों में 18 वर्ष से कम आयु के किशोरों (बच्चों) को शामिल करने, उन्हें नियोजित करने एवं उनका किसी भी रूप में उपयोग करने को प्रतिवंधित किया है। निर्वाचन आयोग द्वारा जारी दिशा निर्देशों में बच्चों का चुनावी गतिविधियों में उपयोग करते पाए जाने पर कार्यवाही की जायेगी। आयोग द्वारा जारी निर्देशों के तहत सभी सहायक रिटर्निंग अधिकारी को जिला निर्वाचन अधिकारी ने निर्देश दिए हैं। किसी भी चुनाव संबंधी गतिविधियों में बच्चों शामिल न किया जाए। मतदाता जागरूकता आदि किसी भी कार्य में स्कूली छात्र, छात्राओं को शामिल न किया जाए। सभी राजनीतिक दलों के उम्मीदवारों को चुनाव संबंधी किसी भी कार्य- गतिविधियों में बाल श्रमिकों को शामिल करने से बचना चाहिए और यह सुनिश्चित करना चाहिए कि बालश्रम निषेध और विनियमन) अधिनियम, 1986 और संशोधन अधिनियम, 2016 के किसी भी प्रावधान का कोई उल्लंघन न हो। चुनाव के दौरान सभी राजनीतिक दलों, उम्मीदवारों, चुनाव एजेंटों, मतदान, मतगणना एजेंटों द्वारा राष्ट्रीय बाल अधिकार संरक्षण आयोग (एनसीपीसीआर) के मौजूदा दिशानिर्देशों का अनुपालन किया जाएगा। चुनाव अभियान, रेलियों आदि में किसी भी रूप में बच्चों का उपयोग न करें, जिसमें पोस्टर, पैम्पलेट का वितरण या नारेबाजी, अभियान रैलियों, चुनावी बैठकों आदि में भाग लेना शामिल है। किसी भी संदेह को दूर करने के लिए यह स्पष्ट किया गया है कि सभी राजनीतिक नेताओं, उम्मीदवारों को किसी भी तरह से अभियान प्रचार रैली, यात्रा आदि के लिए बच्चों का उपयोग नहीं करना है। इसके अलावा, राजनीतिक अभियान की झलक बनाने के लिए बच्चे का उपयोग या तो बोले गए शब्दों, कविताओं, गीतों के माध्यम से, राजनीतिक दल, उम्मीदवार के प्रतीक चिन्ह का प्रदर्शन, राजनीतिक दल की विचारधारा का प्रदर्शन, किसी राजनीतिक दल की उपलब्धियों को बढ़ावा देना या प्रतिद्वंदी राजनीतिक दलों, उम्मीदवारों की आलोचना का सहारा नहीं लिया जाएगा।

Use of children in election activities will be banned, Commission issued instructions

Shivpuri - The Election Commission of India has prohibited involving, employing or using teenagers (children) below 18 years of age in election activities in any way. According to the guidelines issued by the Election Commission, action will be taken if children are found using them in election activities. As per the instructions issued by the Commission, the District Election Officer has given instructions to all the Assistant Returning Officers. Children should not be involved in any election related activities. School boys and girls should not be included in any work like voter awareness etc. Candidates of all political parties should avoid involving child labor in any election related activities and ensure that there is no violation of any provision of the Child Labor (Prohibition and Regulation) Act, 1986 and Amendment Act, 2016 . The extant guidelines of the National Commission for Protection of Child Rights (NCPCR) will be followed by all political parties, candidates, election agents, polling, counting agents during the elections. Do not use children in any form in election campaigns, rallies etc. including distribution of posters, pamphlets or shouting slogans, participation in campaign rallies, election meetings etc. For the removal of any doubt, it is clarified that all political leaders, candidates are not to use children in any way for campaigning, rally, travel etc. Furthermore, children can be used to create a glimpse of a political campaign either through spoken words, poems, songs, display of a political party, candidate's symbol, display of a political party's ideology, promotion of a political party's achievements. Criticism of rival political parties and candidates will not be resorted to.
