बेमेतरा - कलेक्टर एवं जिला निर्वाचन अधिकारी श्री रणबीर शर्मा ने आज शुक्रवार को लोकसभा आम चुनाव के परिप्रेक्ष्य में जिले के बैंकिंग संस्थाओं की बैठक ली। कलेक्टर ने कहा कि निर्वाचन के दौरान चुनाव अभ्यर्थियों का जीरो बैलेंस खाता खोला जाए। साथ ही चुनाव के समय बैंक खाताओं से होने वाले संदेहास्पद लेनदेन, किसी खाते से अधिक संख्या में पैसे की निकासी और एक ही दिन में अलग-अलग नाम से निकासी अवांछित लेनदेन होने की स्थिति में तुरंत ही सूचना दी जाए। उन्होंने कहा की निर्वाचन प्रक्रिया की शुद्धता बनाये रखने के लिये निर्वाचन प्रक्रिया के दौरान बैंकों से किये गये संदेहजनक लेन-देन जिला निर्वाचन कार्यालय को उपलब्ध कराने के निर्देश दिए हैं। कलेक्टर ने बैंकर्स से कहा की चुनावी व्यय हेतु उम्मीदवार को नया खाता खोलना चाहिए, पहले का कोई खाता नहीं मान्य होगा भले ही उनका बैलेंस शून्य हो। नामांकन के समय उम्मीदवार को अपने परिवार के सभी सदस्यों के बैंक खाते की जानकारी देंगे और बैंक इन सभी खातों की निगरानी रखेगा। संदेहास्पद अंतरण/बहुतायत अंतरण की जानकारी RO/ARO व जिला नोडल अधिकारी व्यय अनुवीक्षण को प्रतिदिन अनिवार्य रूप से प्रेषित करें। एटीएम में कैश भरने वाले सभी कर्मचारी के पहचान पत्र बनाने को कहा और साथ ही कैश वैन में नगद राशि के पर्याप्त साक्ष्य व अभिलेख मौजूद हो। जिला निर्वाचन अधिकारी श्री शर्मा ने सभी बैंकर्स को आरटीजीएस या एनईएफटी के माध्यम या चेक/नगद भुगतान हो एक लाख के अंतरण पर नजर रखना है। 10 लाख या ज्यादा की जानकारी निर्वाचन कार्यालय एवं आयकर अधिकारी को देना है। लंबे समय से अनुपयोगी खातों में अचानक बड़े लेनदेन की सूचना देने के निर्देश दिए। यह निर्देश सभी शासकीय/सहकारी/निजी बैंकों के लिए है। मास्टर ट्रेनर ने बैठक में बताया कि चुनाव के दौरान बैंकों के माध्यम से कैश फ्लो की निगरानी हेतु निर्वाचन आयोग द्वारा इलेक्शन सीजर मैनेजमेंट सिस्टम एप में सुविधा है। सभी शासकीय/अर्ध शासकीय बैंक शाखाओं का संपूर्ण विवरण ऑनलाइन पोर्टल में एंट्री किया जाना अनिवार्य है।

Bemetara - Collector and District Election Officer Shri Ranbir Sharma held a meeting of the banking institutions of the district in the context of Lok Sabha general elections on Friday. The Collector said that zero balance accounts of election candidates should be opened during the elections. Also, suspicious transactions from bank accounts at the time of elections, large number of withdrawals from one account and unwanted transactions in different names on the same day should be reported immediately. He said that in order to maintain the purity of the election process, instructions have been given to provide the suspicious transactions done with banks during the election process to the District Election Office. The Collector told the bankers that the candidate should open a new account for election expenses, any previous account will not be valid even if its balance is zero. At the time of enrolment, the candidate will give information about the bank accounts of all his family members and the bank will monitor all these accounts. Information about suspicious transfer/abundance transfer must be sent daily to RO/ARO and District Nodal Officer Expenditure Monitoring. Asked to make identity cards of all the employees filling cash in the ATM and also there should be sufficient evidence and records of the cash amount in the cash van. District Election Officer Shri Sharma has asked all the bankers to keep an eye on the transfer of Rs 1 lakh whether through RTGS or NEFT or cheque/cash payment. Information of Rs 10 lakh or more has to be given to the election office and income tax officer. Instructions were given to report sudden large transactions in accounts which have been unused for a long time. This instruction is for all government/cooperative/private banks. The Master Trainer told in the meeting that there is a facility in the Election Seizure Management System App by the Election Commission to monitor the cash flow through banks during elections. It is mandatory to enter complete details of all government/semi-government bank branches in the online portal.
