महासमुंद - लोकसभा निर्वाचन 2024 के लिए गठित जिले के समस्त वीडियो निगरानी दल और वीडियो अवलोकन दल का प्रशिक्षण कलेक्टर एवं जिला निर्वाचन अधिकारी प्रभात मलिक के आदेशानुसार जिला पंचायत के सभागार में आयोजित किया गया। प्रशिक्षण देते हुए जिला मास्टर ट्रेनर तोषण गिरि गोस्वामी ने बताया कि चुनाव के दौरान होने वाली जनसभा, रैलियों आदि में जाकर वीडियो निगरानी दल द्वारा समस्त कार्यक्रम का वीडियोग्राफी किया जाएगा। इस दौरान सभा स्थल के मंच, पंडाल, पोस्टर, बैनर, झंडे तथा कुर्सी आदि को दिखाते हुए इन सबका विवरण भी कमेंट्री करते हुए देना होगा। साथ ही उम्मीदवार और स्टार प्रचारकों आदि द्वारा दिए गए भाषण का कव्हरेज करना होगा। वीडियो बनाने के क्यूशीट वीडियो अवलोकन दल को सौंप दिया जाएगा। इस वीडियो का अवलोकन करने वाली टीम सभा, रैली आदि में हुए संभावित खर्च की जानकारी लेखाटीम को देगी। इन्हें यह भी देखना होगा कि सभा तथा रैलियों में किसी भी तरह से आदर्श आचार संहिता का उल्लंघन ना किया जाए। प्रशिक्षण में उन्होंने बताया कि विपक्षी उम्मीदवार या विपक्षी दल के नेताओं के व्यक्ति जीवन के बारे में प्रतिकूल टिप्पणी करना, जाति, भाषा, धर्म, क्षेत्र आदि के आधार पर वोट मांगना, किसी का पुतला दहन करना आदि आदर्श आचार संहिता का उल्लंघन माना जाएगा। किसी दल का स्टार प्रचारक अपने भाषण के दौरान उम्मीदवार का नाम लेकर वोट मांगे या उम्मीदवार उसके साथ मंच साझा करे अथवा स्टार प्रचारक के मंच पर उम्मीदवार का फोटो लगा रहे तो उस सभा का सारा खर्च उम्मीदवार के खाते में जुड़ जाएगा। इसी तरह यदि स्टार प्रचारक के हेलीकॉप्टर में उम्मीदवार यात्रा करेगा तो उसका आधा किराया उम्मीदवार को वहन करना होगा। उन्होंने यह भी बताया कि रैली में एक साथ 10 से अधिक वाहन नहीं हो सकते। अधिक वाहन होने पर प्रत्येक 10-10 वाहनों के बाद कम से कम 100 मीटर का फासला होना चाहिए। वाहनों में बैनर लगाने की अनुमति नहीं होगी, केवल एक फीट गुणा डेढ़ फीट का एक झंडा लगाया जा सकता है। इसी प्रकार रैलियों में पैदल चलने वाले अपने हाथों में बैनर लेकर चल सकते हैं जिसका आकार 6 फीट गुणा 4 फीट से बड़ा नहीं होना चाहिए। इसलिए वीडियो निगरानी और अवलोकन दल को अपना कार्य बहुत ही जिम्मेदारी से करना होगा। प्रशिक्षण में इलेक्शन सुपरवाइजर श्री आर. के. बारले, नोडल अधिकारी प्रशिक्षण श्री नंदकिशोर सिन्हा उपस्थित थे।

Training given to video surveillance and observation team

While giving training, District Master Trainer Toshan Giri Goswami said that video surveillance team will go to public meetings, rallies etc. during elections and videograph all the programs. During this, details of all these will have to be shown through commentary by showing the stage, pandal, posters, banners, flags and chairs etc. of the meeting place. Also, the speeches given by the candidate and star campaigners etc. will have to be covered. The cue sheet for video making will be handed over to the video observation team. The team watching this video will give information about the possible expenses incurred in the meeting, rally etc. to the accounting team. They will also have to see that the model code of conduct is not violated in any way in meetings and rallies. In the training, he told that making adverse comments about the personal life of opposition candidates or opposition party leaders, asking for votes on the basis of caste, language, religion, region etc., burning someone's effigy etc. will be considered as violation of the Model Code of Conduct. If a star campaigner of any party asks for votes by taking the name of the candidate during his speech or if the candidate shares the stage with him or if the photo of the candidate is displayed on the stage of the star campaigner, then all the expenses of that meeting will be added to the candidate's account. Similarly, if a candidate travels in a star campaigner's helicopter, half the fare will have to be borne by the candidate. He also said that there cannot be more than 10 vehicles in the rally simultaneously.
